2026 ESSA Plan Amendment, Title II, Part A

The New Mexico Public Education Department is proposing to amend the existing ESSA Consolidated State Plan (CSP) under Title II, Part A: Supporting Effective Instruction.

This amendment adds language describing how NMPED would support strategic and innovative staffing models, educator pipeline efforts, and mentorship as strategies to improve educator effectiveness, strengthen retention, and increase student access to effective instruction.

The proposed revisions include support for team-based staffing, teacher leadership roles, job-embedded professional learning, coaching, teacher residencies, Educator Fellows, Grow Your Own programs, apprenticeships, and mentorship for new-to-career teachers.

The public comment period runs from May 28, 2026, to June 27, 2026.
