New Mexico Statutes Annotated 1978 (NMSA) Section 22-8B-9.1 requires all public chartering authorities to establish a framework that clearly sets forth the academic and operational performance indicators and performance targets that guide the chartering authority’s evaluation of each charter school.

In October, 2023, after more than a year reviewing national best practices in charter school authorizing, the PEC adopted a new performance framework. The final version of the framework was approved by the PEC on May 17, 2024.

Charter school contracts that begin July 1, 2024, or after contain the performance framework linked above. Contracts that began in 2023 and before contain different performance frameworks that are linked below in the Archived Performance Frameworks section. Each school’s contract, linked on the State Charter School Contracts and Annual Reports page, includes a performance framework.

    School districts that authorize charter schools have their own performance frameworks. (See the Authorizer column in the NM Charter School Directory to determine whether a school is PEC-authorized or district-authorized.)

      2019 Performance Framework

      slightly modified version of the 2019 Performance Framework, adopted by the PEC in 2022; included in contracts of schools that begin July 1, 2022, or July 1, 2023.
