Overview: The New Mexico Public Education Department (NMPED), through the Educator Growth and Development Bureau, is announcing a Request for Proposals (RFP) from qualified Offerors to provide facilitation, research, technical assistance, program approval support, and program evaluation services for statewide school and district leadership initiatives. The selected Contractor will support NMPED’s implementation of House Bill 157 (2025) through facilitation and content development for the First-Year Principal and Superintendent Induction and Mentorship Task Force, management and facilitation of the Aspiring Superintendent Academies program approval process, and evaluation of the New Mexico Principal Residency Program.
Services: Services sought under this RFP include planning and facilitating statewide Task Force meetings; reviewing research and developing recommendations concerning induction and mentorship for first-year principals and superintendents; providing project management, technical assistance, review materials, scoring tools, and facilitation for the Aspiring Superintendent Academies program approval process; and designing and conducting an evaluation of the New Mexico Principal Residency Program. The evaluation services will include development of an evaluation framework and methodology, analysis of available program data, administration and analysis of surveys, mentor interviews, and preparation of a comprehensive final evaluation report containing findings, conclusions, and actionable recommendations.
Terms: The provision of services is anticipated to begin upon final contract approval, expected November 26, 2026, and to conclude on June 30, 2027. The contract will not include an optional renewal term. This RFP is intended to result in one professional services contract between NMPED and one successful Offeror. The successful Offeror will be responsible for performing all four service components described in the RFP.

| Innovation Zones (IZ) Grant Application |
Overview The New Mexico Public Education Department (PED) College and Career Readiness Bureau (CCRB) is pleased to announce the opening of the Innovation Zones (IZ) grant application for a new three-year cohort (FY27-29). IZ grant funding supports high schools in creating a multifaceted learning environment focused on improving outcomes for students most at risk of underperforming by implementing career-connected learning experiences, strengthening connections to local resources, and providing targeted support strategies to address the wide range of student needs, all while identifying and reducing barriers to college and career readiness among historically underserved populations and supporting pathways to postsecondary success for all students.
What’s New for the FY27 Innovation Zones Cohort? The new cohort has received legislative support aligned to Public Education Reform Fund (PERF) guidelines. This establishes three years of funding for grant recipients, with annual award amounts ranging from $135,000 to $175,000, based on each school’s student enrollment. PERF also requires rigorous data reporting and accountability standards focused on student outcomes and program implementation. The new application includes updated guidance on the IZ program framework requirements and 20 prompts for applicants to respond to in describing their vision for program implementation. This RFA is designed to promote innovation in the critical area of outdoor learning by expanding access to outdoor learning programs for New Mexico students. One-year, start-up grant of up to twenty thousand dollars ($20,000.00) or continuation grants of up to thirty thousand dollars ($30,000.00) are available through an application process, where total funding shall not exceed two-hundred forty thousand dollars ($240,000.00) for fiscal year 2027. The New Mexico Public Education Department (PED) recognizes the need to attract and retain quality teachers from diverse backgrounds to teach New Mexico’s multicultural student population. It is also imperative that PED provide secondary students with a rigorous and relevant high school curriculum and skills training that prepares them to succeed in college and the workplace.
To address the need for valuable work-based learning experiences for high school students and to provide high dosage tutoring for K-8th grade students, PED is making funding available for local education agencies (LEAs) who are interested in providing opportunities for high school students to be paid competitively utilizing a high dosage tutoring, research-based instructional model

| 27902 Indian Education Fund Competitive Grant |
The New Mexico Public Education Department (PED), through the Indian Education Division , is announcing a Competitive Grant to be used in alignment with the Indian Education Act. Grant funds should primarily support the planning, development, implementation, and sustainability of programs that directly benefit Native American students, including those residing in tribal communities and urban areas. Allowable costs include services, activities, and programs servings students age three through students in 12th grade. Funds awarded to tribal colleges and universities must be solely for the allowable costs identified in the “Allowable Costs” section for tribal colleges and universities.
All funds for this grant must be expended by June 30, 2026 with no opportunities for reauthorization in FY27.
Eligible applicants include New Mexico’s twenty-two (22) Pueblos, Tribes, and Nations, Districts and Charter Schools with enrolled Native American students, Bureau of Indian Education & Tribally Controlled Schools, Tribal Colleges, and Universities.

Applications must include strategies for BOY, MOY, and EOY assessment of student progress and include a plan for collecting and reporting disaggregated proficiency data. School districts must submit an annual report by July 1 of each year summarizing participation, student outcomes, and stakeholder feedback.

| Literacy Grant Opportunity |
The Literacy and Humanities Bureau is offering a new opportunity to apply for the Comprehensive Literacy State Development (CLSD) multi-year Literacy Systems Development grant. The aim of the CLSD grant is to strengthen the infrastructure of each subgrantee to successfully implement structured literacy in schools through the use of HQIM, effective coaching and evidence-based instructional practices in an aligned district literacy system. This grant will provide funding for a District Literacy Coordinator, 1-2 Literacy Coaches, and professional development, materials, and training costs. A multi-year logic model planning approach will be supported by training for school district leaders. Coaching training will also be provided. Grant funding is available March 2026-September 30, 2029 (as funds are made available annually by Congress).

| Implementation of Innovative Staffing Model |
New Mexico’s 2025 legislative session passed Senate Bill 201 (SB 201) to repurpose the Public Education Reform Fund (PERF) as a targeted three (3) year investment fund for education initiatives. One of the five initiatives identified in SB 201 is Innovative Staffing Strategies. Additionally, as part of the PERF legislation, a multiyear program evaluation will be conducted by New Mexico Public Education Department (NMPED). NMPED is issuing this Request for Information (RFI) to gather information from New Mexico School Districts and Charter Schools to partner with NMPED selected vendors to design, support, and coordinate the deployment of an innovative staffing model. This RFI may come with the option to be assigned to a selected vendor by NMPED. This RFI is for planning purposes only and does not obligate the Agency to issue a solicitation or award a contract.

Consulting Services for Development of Statewide Education Plan under the direction of the New Mexico Public Education Department
The State of New Mexico, and the New Mexico Public Education Department (PED) specifically, has consistently been working to improve educational outcomes in New Mexico as part of their ongoing duty to the students of the State. In addition to this ongoing obligation, the First Judicial District Court in the consolidated cases Martinez/Yazzie v. New Mexico, No. D-101-CV-2014-00793 and No. D-101-CV-2014-02224, 2019 WL 4120213, at *1 (N.M. Dist. Feb. 14, 2019) has directed New Mexico and NMPED to increase funding and programming for at-risk students, including children who come from economically disadvantaged homes, children who are English Language Learners, children who are Native American, and children with disabilities.

For this reason, the NMPED is providing a one-time opportunity for LEAs to purchase ELA HQIM materials for grade bands lacking ELA HQIM.

The NMPED CLSD project, in collaboration with the Early Childhood Education and Care Department and the Department of Higher Education, aims to improve the pre-literacy skills of children under age five and increase the percentage of elementary, middle, and high-school students who meet the state’s language and literacy proficiency standards. The grant specifically seeks to support those students who have been traditionally underserved and have the highest need. Grant will provide an onsite district literacy coordinator, literacy coaches, professional learning, biliteracy and multilingual instruction supports.

The New Mexico Public Education Department (PED) is currently requesting an Intent to Apply for the New Mexico Innovation Zone. The New Mexico Public Education Department seeks to support tribal entities, communities, districts, and schools by reimagining high schools as places that prepare students to feel successful, secure in who they are, and ready for whatever path they choose. The PED challenges districts and schools to become beacons for system-wide transformation by integrating a multifaceted set of actions. At the heart of this transformation is a shared community vision for education. Successful Innovation Zone applications will address six core elements and explain how funding will support a significant transformation of the high school experience within that community. Eligibility to apply includes public school districts, tribal entities, district charter schools, state-directed charter schools, Regional Education Cooperatives (RECs), and educational consortia whose membership includes Local Educational Agencies. The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of recruitment supports to strengthen the teacher pipeline and retention of highly qualified educators in the State of New Mexico (hereto referred to as the “Provider”). Specifically, the Provider will design and deliver recruitment strategies to equip New Mexico’s institutions of higher education (IHEs) with candidates for teacher preparation programs. This work will be accomplished with ongoing relationships and support between Local Educational Agencies (LEAs) and Educator Preparation Programs (EPPs). |

| Innovation Zone Initiative SY2022-23 |
On June 1, 2022, the College & Career Readiness Bureau will be holding an open forum to discuss and answer questions on the Innovation Zone Initiative. The meeting will take place via Zoom from 3–4 p.m. MDT (Zoom meeting details below) The New Mexico Public Education Department (PED) is currently requesting proposals for designation and funding as a New Mexico Innovation Zone. The New Mexico Public Education Department seeks to support tribal nations, communities, districts, and schools by reimagining high schools as places that prepare students to feel successful, secure in who they are, and ready for whatever path they choose. The PED challenges districts and schools to become beacons for system-wide transformation by integrating a multifaceted set of actions. At the heart of this transformation is a shared community vision for education. Successful Innovation Zone applications will address seven core elements and explain how funding will support a significant transformation of the high school experience within that community. Eligibility to apply includes public school districts, district charter schools, state-directed charter schools, Regional Education Cooperatives (RECs), and educational consortia whose membership includes Local Educational Agencies. | Focus on Algebra |
The Focus on Algebra professional learning series will engage Grades 6–9 math educators, including administrators and instructional coaches, to develop effective pedagogy and instructional practices emphasizing algebraic thinking and algebra concepts. The series will leverage the NM Instructional Scope for Mathematics-2.0 (NMIS-M) to prioritize content and standards for algebra in Grades 6–9 and develop formative assessment practices through the lens of culturally and linguistically responsive instruction (CLRI). |

| Out-of-School-Time Grant |
Districts, state-chartered schools and community organizations have until Sept. 9 to apply for a second round of Out-of-School-Time grants through Elementary and Secondary School Emergency Relief (ESSER) III. The program provides funding to address the impact of COVID-19 on elementary and secondary schools. Over 20 sites were awarded in the first round, including state parks and wildlife refuges, with plans to serve more than 1,000 students over the next two years.
