New Mexico Read-At-Home Plan: Strengthening Literacy Through School-Family Partnerships

Signed by Governor Michelle Lujan Grisham on March 9, 2026, SB37 (the “High-Quality Literacy Act”) introduces new mandates for parent communication and at-home literacy support. Under this act, schools are required to implement PED Read-At-Home Plans. These plans include the creation of an Individualized PED Family Literacy Plan for every K–3 student, informed by ongoing student data.

To help everyone stay aligned with district and state requirements, schools and educators should follow the guidelines below for all K–3 students during the 2026–2027 school year.

• Assessment & Monitoring: Teachers must perform regular student assessments and progress monitoring in accordance with state and district policies.

• Plan Development: Educators must generate an Individualized NMPED Family Literacy Plan or an Amira Printable Parent Report for each K–3 student, utilizing assessment data to drive instruction to be distributed to families directly from the classroom teacher.

• Data Submission: To facilitate the acquisition of customized materials, schools will submit non-identifying assessment data for all K–3 students to Just Right Reading partners.

  We want to assure you that this process will not require or share any personal identifying information with any partners or distributors. We are strongly committed to protecting student privacy, and all data will be managed in full compliance with district policies and state privacy guidelines.

• Resource Distribution: Schools will receive and disseminate evidence-based, science-of-reading-aligned materials.

• Take-Home Packets: On four designated NMPED dates, schools will provide students with comprehensive take-home resources to support learning, including:

  • The Individualized Family Literacy Plan distributed to families directly from the classroom teacher.
  • Assessment results and progress monitoring distributed to families directly from the classroom teacher.
  • Just Right Readers Take-Everywhere Literacy Packs with Structured Literacy Activities distributed to families directly from the classroom teacher.
